I like this picture because there is a lot in focus so there must be a big appature used when taking the picture.  The photographer fully captured the movement due to the wind in this picture which is demonstrated by the hair of the dog and two people caught and frozen in time blowing in the wind.  The contrast of the picture is also used very well to show the coldness.  The sharp contrast accuretly depicts the mood of the scene and the picture.
